![]() | Judge Irma Carrillo Ramirez was sworn in as Judge of the United States Court of Appeals for the Fifth Circuit on December 11, 2023. She had previously served as a United States Magistrate Judge for the Northern District of Texas, Dallas Division, for 21 years. Prior to her judicial service, she was an Assistant United States Attorney for the Northern District of Texas, Dallas Division, where she spent time in both the criminal and civil divisions, and an associate attorney in the general commercial litigation section of the law firm of Locke Purnell Rain Harrell L.L.P. She received her law degree from Southern Methodist University School of Law, Dallas, Texas, where she was a Sarah T. Hughes Diversity Fellow, and a Bachelor of Arts degree from West Texas State University, Canyon, Texas. Judge Ramirez received the State Bar of Texas Hispanic Issues Section Judge of the Year Award, the Dallas Women Lawyer’s Association’s Louise B. Raggio Award, the Southern Methodist University Dedman School of Law’s Distinguished Alumni Award for Judicial Service, the Dallas Hispanic Bar Association’s La Luz Achievement Award, the SMU Women in Law Distinguished Alumna Award, a Federal Executive Board Public Service Award, the Dallas Association of Young Lawyers’ Outstanding Mentor Award, and the SMU Law School Board of Advocates Coach of the Year Award. She is a member of SMU Dedman School of Law’s Executive Board and the SMU Law Review Association Advisory Board, and she has previously served as an SMU Community Fellow. She has also served two terms on the Board of Trustees for the Texas Center for Legal Ethics, including as the Chair in 2019. She is a Fellow of the American Bar Foundation and the Dallas Hispanic Law Foundation; a Sustaining Life Fellow of the Texas Bar Foundation, the Dallas Bar Foundation, and the Dallas Association of Young Lawyers; a Master in the William “Mac” Taylor Inn of Court and the Sarah T. Hughes Inn of Court. |
Hilda C. Galvan is a nationally recognized intellectual property lawyer with over 30 years representing Fortune 500 companies in their technology and intellectual property matters. These representations involved a wide range of technologies across a variety of industries, including accomplished attorney with decades of experience in high-stakes litigation, specializing in intellectual property and technology-related matters. In addition to her legal practice, Hilda served as Partner-in-Charge of the firm’s Dallas office from 2014 to 2024, where she led one of the firm’s largest offices, overseeing 250 attorneys and professional staff. In that role, she had P&L responsibility, developed and executed strategic growth plans, and spearheaded initiatives to recruit, retain, and advance top legal talent. Beyond the firm, Hilda is deeply engaged in civic and nonprofit organizations. She currently serves as the President of the Center for Women in Law, Vice Chair for Development at the UT Law School Foundation and on the board of directors for United Way of Metropolitan Dallas. She previously chaired the boards of the Dallas Regional Chamber and the Texas Women’s Foundation. In recognition of her impact on business and the community, Hilda was inducted into the Junior Achievement of Dallas Business Hall of Fame in 2023. |
Bridget Moreno Lopez is the Managing Partner of the Dallas office of Linebarger Goggan Blair & Sampson, LLP and serves on the firm’s Management Committee. She also serves as the Management Committee liaison to the New York City and Boston offices. She joined the law firm in 2004 as an associate attorney in the Litigation department. In 2014, she was appointed Managing Partner of the Dallas office, the second-largest office in the firm. She became the youngest person to join the firm’s Management Committee, where she has served for the last eleven years. As the chair of the firm’s Public Affairs Committee and the Co-Chair of the compensation committee. Prior to joining the law firm, Ms. Lopez served as a felony prosecutor in the general felony courts division, child abuse and family violence divisions at the Dallas County District Attorney’s Office for almost five years. She currently sits on the Dallas Foundation Board, the Dallas Regional Chamber Board, Texas Tech School of Law Foundation Board, Friends of the Latino Cultural Center Board, Dallas District Attorney Advisory Council and the Dallas Regional Chamber Board, and the Dallas Regional Chamber Dallas ISD’s Superintendent Advisory Cabinet. Lopez was recognized with several distinct honors in recent years, including Texas Tech School of Law Distinguished Alumni in 2024, Girl Scouts of Northeast Texas “Woman of Distinction 2023,” D Magazine “Dallas’ Best Lawyers” award in 2022, 2024, and 2025, the “Outstanding Award in Business” by the of Dallas, “Women in Business” honoree by the Dallas Business Journal and elected to membership in the Fellows of the Texas Bar Foundation in 2022. |
Rocío is Senior Counsel Real Estate for the Rosewood Property Company where she provides primary transactional legal support in the areas of commercial real estate, development, leasing, property management, credit facilities, joint venture agreements, and family office real estate. She also handles ranch related real estate matters, and she assists the General Counsel on a wide range of matters, including real estate-related agreements and governance issues. Prior to joining Rosewood, she was an Associate at Perkins Coie LLP and Hunton Andrews Kurth LLP in their respective real estate groups. Mrs. García is a Past President of the Dallas Hispanic Bar Association, is a former Co-Chair of the Equal Access to Justice Campaign, is a Director of the Dallas Bar Association (DBA), is Treasurer of the DBA’s Corporate Counsel Section, is Grants Committee Chair of the Dallas Bar Foundation, and is a Board Member of the Catholic Housing Initiative.
Mrs. García received a Bachelor of Arts in Psychology and Spanish from Mount Holyoke College. She was named a Fulbright scholar and received her master’s degree from Universidad de las Américas Puebla in International Relations with a focus on US-Mexico relations. She received her J.D. from Northwestern University School of Law. Rocío obtained her MBA at the Cox School of Business at Southern Methodist University in May. |
Regina Montoya is the CEO and Chairperson of Regina T. Montoya, PLLC and the Executive Director of the Tricolor Foundation. She is a Harvard-trained attorney, who has been nationally recognized as one of the top lawyers in the country and a former award-winning television commentator. Ms. Montoya was one of the first Latinas to earn partnership in a major corporate law firm in the United States. She received the Lifetime Achievement Award from the Texas Minority Counsel Program of the State Bar of Texas and the La Luz Achievement Award from the Dallas Hispanic Bar Association. The Commission on Women in the Profession of the American Bar Association selected Ms. Montoya as a recipient of the Margaret Brent Women Lawyers of Achievement Award. A leader in the nonprofit community, Ms. Montoya is the Chair of the Board of the Dallas Arboretum and Botanical Society, Inc. and is the President and Board member of the Texas Hispanic Policy Foundation. She is a member of the Boards of Share our Strength, Foreign Policy for America, Grow America, Dallas Education Foundation (Dallas ISD) and Dallas College. She serves on the Advisory Boards of Ascend Dallas (formerly WiNGS Dallas), the Texas Book Festival, the Concilio, The Alumni Society and HHM (formerly Healing Hands Ministries). Ms. Montoya served as a member of the Presidential Advisory Commission on Advancing Educational Equity, Excellence, and Economic Opportunity for Hispanics. She served in the White House as an Assistant to the President and Director of the Office of Intergovernmental Affairs, where she was the highest-ranking Hispanic. She was nominated by the President to serve as a U.S. Representative to the 53 rd Session of the General Assembly of the United Nations. Ms. Montoya also served as the General Counsel at Children’s Medical Center of Dallas. She has received numerous awards for her corporate, philanthropic, and nonprofit accomplishments. Among her awards are the Latina Living Legend Award from Hispanic 100, the Harvard Alumni Association Award, the Susan B. Anthony Award from the League of Women Voters of Dallas, the Pioneer Partner Award from the National Council of Jewish Women, and the Girl Scouts of Northeast Texas Real Woman Award. Ms. Montoya has been recognized by numerous publications for her achievements, including Hispanic Executive Magazine, which featured her on its cover and Hispanic Business magazine, which twice named her one of the 100 most influential Hispanics in the US. Also, she was named to the 100 Latinas 2023 List by Latino Leaders Magazine. Ms. Montoya earned her B.A. from Wellesley College, where she is a Trustee Emerita, and her J.D. from Harvard Law School. She also has served as vice president and elected director of the Harvard University Alumni Association. |
Elsa Manzanares advises clients on global and U.S. regulations relating to the import and export of goods, technology, software, and services. She represents companies before the U.S. Department of Commerce and U.S. Department of State on export control matters. She also represents clients on U.S. sanctions and embargoes before the U.S. Treasury Department’s Office of Foreign Assets Control (OFAC), the import regulations administered by U.S. Customs and Border Protection (CBP), national security reviews conducted by the Committee on Foreign Investment in the United States (CFIUS), and FCPA compliance. Elsa has represented clients in numerous and diverse industries, including technology, defense, electronics, manufacturing, logistics, retail, aerospace, explosives, semiconductors, firearms, energy, and financial services. Previously, Moore served as VP and general counsel of Luminant, a subsidiary of Vistra, and practiced at Gardere Wynne Sewell LLP before joining Vistra. Moore oversees Vistra’s legal, compliance, corporate secretary and environmental, health and safety departments and is responsible for delivering timely and efficient legal services, overseeing corporate and EHS compliance, and advising Vistra’s management team and board regarding these matters. Moore is Chair of Girls Inc. of Metropolitan Dallas and serves on the Advisory Council of PODER25™, a program of the Hispanic National Bar Association working to Hispanic representation in senior corporate legal positions. Moore received her English degree from Duke University and her JD from William & Mary School of Law. She and her husband live in Dallas and have three daughters and a son. |
Monica Lira Bravo is Board Certified in Immigration and Nationality Law by the Texas Board of Legal Specialization and is the founder of Lira Bravo Law. Her practice focuses on family-based visa petitions, citizenship, removal defense, humanitarian visas, asylum, and employment-based immigration. She was named in The Best Lawyers in America® 2026 edition in the field of Immigration Law. She has also been named to D Magazine’s Best Lawyers in Dallas in 2016- 2025. Monica Lira Bravo was elected to the Dallas College Board of Trustees in June 2016 and currently serve as Finance Committee Chair. During her term in office, Dallas College has increased its enrollment in critical fields and developed new high-demand programs which lead to jobs. During this time Dallas College has become more student-centric due to the development of initiatives such as Dallas County Promise, the expansion of Early College High Schools, new industry partnerships and the transition from seven colleges to one. Her district covers East Dallas, Mesquite, Pleasant Grove, Balch Springs and Seagoville. She currently serves on the Callejo Botello Foundation Board where she launched the Callejo Leadership Academy. She also serves on the Dallas Arboretum Board of Directors as well as YMCA of Metropolitan Dallas Board. Monica received her Bachelor of Arts Degree in French from Southern Methodist University and her law degree from Texas Tech University School of Law. She lives in East Dallas with her husband and three daughters. |
